that it seems to me that you are taking some rather than all the factors into consideration when you arrive at your tentative conclusions. Prima facie it would appear that a grant of a further 65% of Hong Kong's total expenditure on War Damage Compensation would be most unjust to Malaya even if Hong Kong and Malaya were in all other respects comparable.
